Job Description

Duties

As a Research Marine Biologist, you will perform the following duties:

  • Serve as Principal Investigator to manage and conduct significant coastal ecosystem research, apply current state-of-science, and utilize advanced technologies related to climate- and human activity-related impacts to coastal ecosystems, marine resource management and community resilience.
  • Lead portfolio of research projects consistent with the National Oceanic and Atmospheric Administration (NOAA) and theNational Centers for Coastal Ocean Science (NCCOS) mission priorities and of importance to inform coastal management decision-making. Serve as scientific expert for biological and ecological science research projects. Develop and participate in collaborative research partnerships. Maintain awareness of scientific advances and regulatory changes.
  • Perform project management of research studies, including planning, prioritizing and tracking project tasks; reviewing projects for compliance with established practices; tracking project progress; and, identifying new program requirements to meet mission objectives and goals.
  • Communicate research results to scientific and management audiences in writing and verbally through publications, formal briefings, news releases, web articles, conferences, and participation on committees.

NOTE: These duties are described at the full performance level of ZP-4; the ZP-3 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.



The ZP-3 is equivalent to the GS-11/12.

The ZP-4 is equivalent to the GS-13/14.



NOTE:

  • A three year probationary period may be required.
  • Payment of relocation expenses is not authorized.
  • This position is not in the bargaining unit.


CONDITIONS OF EMPLOYMENT: This position requires the operation of a Federal motor vehicle. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle.

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify for the 0401 series :

EDUCATION:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.


OR



B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.



To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Participating in ecological or oceanography research on the impacts of climate change or human activities on coastal marine ecosystems and marine resources;
  • Networking with stakeholders in order to build collaborative relationships; and
  • Assisting with the development of written scientific products used for reports, informing marine resource management, or community outreach.
OR



SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.


OR



COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and professional experience. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. ( Note: Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.)





To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Utilizing statistical analysis, models or other tools to identify coastal environmental patterns, ecological relationships, or forecasts of future ecosystem changes;
  • Performing coastal ecosystem research, to include defining research problems or designing investigations to address identified problems; and
  • Performing tasks that contribute to the project management of research projects (such as participating in organizing workflows, participating in budget development or budget execution, etc.).

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.
